CCA South Carolina and Building Conservation Trust continue nearshore reefing expansion

Columbia, SC– Last week, Coastal Conservation Association South Carolina (CCA SC) and its habitat program, Building Conservation Trust (BCT), continued the organization’s commitment to creating nearshore reef habitat off the Palmetto State coast. The CCA Little River Offshore Reef, consisting of a 42’ decommissioned tugboat named Apollo, was placed in approx 50’ feet of water; an easy trip for recreational anglers seeking to enjoy South Carolina’s abundant fishing opportunities.

“Recreational fishermen along the grand strand are excited to have a new nearshore site with easy access for fishing and what we feel will offer excellent fishing opportunities for many species,” commented local Waccamaw CCA and state board member Andy Ricks. “The vision of our reefing effort is to create nearshore sites that aren’t just a one-time project, but a continuous effort to reef the entire area” he added.

This project is the latest of five sites that CCA SC, BCT, and the SCDNR have partnered on since 2010. CCA SC is pledging to double that number in 2017, creating five new sites before the end of the fourth quarter bringing the total count to 10 deployed by this partnership. The recreational angling advocacy group is faithful to the vision of expanding the nearshore reefs, and therefore the amount of new marine habitat that can be found out of every port in South Carolina.

“CCA SC remains committed to the nearshore reefing efforts in South Carolina and looks forward to expanding habitat and fishing opportunities along the entire Palmetto State coast” said W.D. Morris, Jr, CCA SC’s state treasurer. “The project list continues to grow as does the opportunities for improving our state’s marine resources. This is just the latest of much more to come”.

CCA South Carolina keeps the pumps of research, fish stocks powered

Columbia, SC – Keeping the aeration pumps running to the ponds that house thousands of fish at the Waddell Mariculture Center (WMC) in Bluffton, SC can all too often be challenging. The need for uninterrupted power is a need that has long been recognized yet unanswered. Until now. Because of the important scientific research and stocking of many recreationally important species of fish, CCA South Carolina stepped in this week to provide two generators large enough to keep all 25 outdoor fish ponds on the WMC’s grounds going in the event of power outages.

 

“For the mariculture center to maintain uninterrupted production systems is important. Because our work with several recreationally important marine species is seasonal, the loss of electrical service for a period of time jeopardizes our important work” said Al Stokes, SC DNR. “These generators donated by CCA South Carolina will significantly reduce that risk and allow our researchers and scientists’ to continue their studies unimpeded”.

 

The Waddell Mariculture Center is a field experiment station of the S.C. Department of Natural Resources and is one of the country’s largest and most sophisticated facilities for mariculture research. Located at Victoria Bluff, a 1200-acre property in Beaufort County, the site was gifted to the South Carolina Department of Natural Resources by the State Ports Authority in 1979. The site includes twelve 0.25-acre ponds, ten 0.5-acre ponds, and three 1.25-acre ponds. The ponds are lined with high-density polyethylene which is overlain on the bottom with native soil. All ponds and tank systems can be supplied with seawater from the adjacent high-salinity estuary or freshwater from the well. For 30 years, the center has worked with a variety of species including striped bass, white bass and their hybrids, two sturgeon species, cobia, whiting, red drum, black drum, black sea bass, flounder, spotted sea trout, tilapia, and seven species of marine shrimp, freshwater prawns, hard clams, bay scallops and oysters.

 

CCA South Carolina was able to secure the two generators in early August and with the help of Flint Equipment Company and Reeves Trucking the generators are in excellent working condition, insuring service for the WMC for years to come. The recreational angling advocacy group believes in the work being done at WMC and like several other important habitat and research programs they have provided vital equipment, material for reefs, manpower for habitat restoration, and funding now exceeding $200,000 in the last six years.

 

“As part of our on-going commitment to improving marine habitat and our support of science based fisheries management, providing this equipment was an investment that our state board knew would further both of those causes” said Richard Berry, CCA South Carolina State Chairman. “Given the impressive track record of scientific study and research to come out of this facility, we know this will pay dividends to recreational angling and fisheries management for years to come.”

South Atlantic Council set to debate issues

The upcoming meeting of the South Atlantic Fishery Management Council Sept. 12-16 in Myrtle Beach, South Carolina, is one that could greatly impact the future of recreational angling in the region. Among the items up for discussion are an ad hoc, precedent-setting reallocation of dolphin from the recreational sector to the commercial sector, and a limited entry program for the charter/for-hire industry that would serve as the first step to privatization of marine resources.

The vast majority of dolphin harvest has historically occurred in the recreational sector, which depends on an abundance of the fish to ensure anglers have the opportunity to catch some. In fact, the original Dolphin-Wahoo Fishery Management Plan recognized the importance of dolphin to the recreational sector and the looming potential conflict:

Owing to the significant importance of the dolphin/wahoo fishery to the recreational fishing community in the Atlantic, the goal of this fishery management plan is to maintain the current harvest level of dolphin and insure that no new fisheries develop. With the potential for effort shifts in the historical longline fisheries for sharks, tunas, and swordfish, these shifts or expansions into nearshore coastal waters to target dolphin could compromise the current allocation of the dolphin resource between recreational and commercial user groups. Further, these shifts in effort in the commercial fishery, dependent upon the magnitude (knowing that some dolphin trips may land over 25,000 pounds in a single trip) could result in user conflict and localized depletion in abundance.

This conflict has occurred. The historic commercial fishery was largely composed of incidental catches made while targeting other species, but that changed significantly in 2014 and 2015 when dolphin caught in the commercial longline fishery increased substantially. In 2015, the commercial fishery was closed early because it caught its entire quota. In response, the South Atlantic Council is developing options to shift uncaught recreational quota to the commercial sector.

“It has been our experience in other federally managed fisheries that it is virtually impossible to shift allocation to the recreational sector. Instead, we find that if we catch too many, they shut us down, and if we don’t catch enough, they take them away,” said Ted Venker, conservation director for Coastal Conservation Association. “Apparently, the commercial sector need only propose a change because it caught its quota and it can go to a vote without any analysis at all. The commercial bias in the federal fishery management process is appalling.”

Just as ominously, the Council is also set to examine an options paper for limiting the number of licenses in the charter/for-hire industry for coastal migratory pelagics, snapper, grouper, dolphin and wahoo.

“There is a fundamental problem with limiting the number of for-hire permits – it is certain that this first step is designed to facilitate implementation of catch shares and begin privatizing public resources, for free, for a select few,” said Venker. “We have seen these kinds of exclusionary privatization programs pit stakeholder groups against each other and wreak havoc in the Gulf of Mexico red snapper fishery. It is alarming that a few Council members are promoting those same policies here.”

The limited entry concept has very little public support; CCA, the American Sportfishing Association, the Florida Guides Association and the National Association of Charter Operators have all voiced opposition. However, those seeking to own public marine resources for their own financial benefit are extremely motivated. Recreational anglers are encouraged to attend the public comment portion of the South Atlantic Council to voice their opinions.
