Conservation organization seeks to expand habitat today for more fish tomorrow

 

Columbia, SC – Last week, Coastal Conservation Association South Carolina (CCA SC), the Building Conservation Trust (CCA’s national habitat program), and the South Carolina Department of Natural Resources (SCDNR) placed a 52-foot long decommissioned naval troop transport off the Lowcountry coast to beginanew career as marine habitat. Settling in approximately 50 feet of water, this latest nearshore reef project represents the fourth offshore reef that CCA SC’s habitat program has organized in the last six years.
“The deployment of this reef is part of our goal to place a string of nearshore reefs along the entire coast of South Carolina,” said Topwater Action Campaign Chairman Gary Keisler. “Enhancing habitat for both fish and fishermen is at the heart of CCA SC’s Topwater Action Campaign, and we expect this program to continue to find new and exciting opportunities that expand recreational angler’s access to productive fisheries habitat.”
CCA SC is celebrating its 30th anniversary in marine conservation this year and has a hard-earned, well-deserved reputation as the premier conservation group in the state and the region. The Topwater Action Campaign has provided approximately $200,000 in equipment, material, and manpower over the last five summers to habitat efforts along the Palmetto State’s coast. The group has already acquired the material for a fifth reef and are preparing for deployment in the third or fourth quarter of 2016.

“The success that the Topwater Action Campaign has had in such a short time is truly remarkable,” said Mike Able, CCA SC state board member. “It has already gone beyond what we had dared hope to accomplish and it is positioned to do even bigger things for our marine resources.”

Looking to next session, anglers put red drum, flounder management at top of list

Sustainable management of popular species remains focus of anglers, managers, and lawmakers
Columbia, S.C. – With the 2016 legislative session now closed, the recreational angling community, state fisheries managers, and lawmakers all worked together to address concerns for several popular recreational marine species. Yet indications are that at least two of the most sought-after species in South Carolina – red drum and flounder – will need the continued attention of all of those bodies concerning the wise management of the two species in the 2017 legislative session.
Red drum, or spot-tails as they are often referred to in South Carolina, remain the most popular species in state waters. As a long-lived fish that is particularly accessible by the angling public, red drum have been the subject of careful conservation measures for years, including a state-supported stocking program and gamefish status in South Carolina. Red drum hold a special place in the hearts of South Carolina residents, which is why anglers and managers are looking closely at both state and regional stock assessments to ensure a healthy future for the species. Should management adjustments be necessary, both the angling community and state lawmakers have shown they are willing to act.
“With the Atlantic States Marine Fisheries Commission (ASMFC) conducting a region-wide stock assessment of red drum, we are getting a report that complements the South Carolina Department of Natural Resources ongoing studies of the health of our stock in the Palmetto State,” said Mike Able, CCA SC’s Government Relations Committee chairman. “The initial report was alarming, but some serious questions were raised by the ASMFC and it has been sent back for additional analysis, which we anticipate will take a couple of months. That time frame will allow state fisheries managers, recreational anglers, and lawmakers take a thorough review of the data and come back with a comprehensive plan of action for the continued sustainability of this species.”
“Protecting our fisheries is of utmost importance to me,” said Representative Stephen Goldfinch concerning red drum management. “Fishing brings families and old friends together.  Fishing keeps kids off the street.  Fishing gets us back to the real world.  I’m pleased to be working with state biologists and CCA SC to preserve this great American pastime.  Without smart management of these species, our kids won’t have these same opportunities that we cherish.  It’s incumbent upon us to not let that happen.”
Flounder are a close second to red drum in popularity and concerns over its status has been a focus for CCA SC for several years. A move to adjust the size limit of flounder from 14 inches to 15 inches in state waters was introduced in the general assembly this session with CCA South Carolina’s support. The bill (S.1112) made its way through the Senate and simply ran out of time on the legislative calendar for the House to take up the bill. Again, anglers and managers are looking to take necessary action in the upcoming legislative session to have reasonable regulatory measures in place.

“Flounder are much beloved by recreational anglers and in certain areas of the state, they are the hallmark species for that area. The health of this stock will remain a focus for the state’s recreational fishing community’s conservation efforts,” said Scott Whitaker, executive director of CCA SC. “It is unfortunate that the bill ran out of time in this session, but we will continue to work with the SCDNR and dedicated lawmakers on proper flounder conservation, based on in-depth stock and fisheries studies.”

South Carolina acts to conserve unique cobia fishery

New creel limits, catch-and-release-only season established for southern part of South Carolina

 

Columbia, S.C. – Last week, state legislators enacted conservation measures for cobia – South Carolina’s newest gamefish species – in response to the rapidly growing popularity of the fishery, which has been the subject of tremendous interest in the lowcountry. A one fish per person, three fish per boat daily creel limit, along with a catch-and-release-only season in the month of May have been established for a southern cobia management zone; essentially state waters south of Jeremy Inlet at Edisto Island.

The new regulations are proactive measures for a species that comes into nearshore waters and coastal rivers such as Port Royal Sound and the Broad River to spawn, a trait that makes the breeding population particularly vulnerable to high fishing pressure. Coastal Conservation Association South Carolina (CCA SC) and the South Carolina Department of Natural Resources (SCDNR) have both long called for additional conservation measures for cobia to protect the future of the species and the fishery.

“With the progression of meaningful management steps taken over the years, including establishing gamefish status in 2012 and passage of these new measures, state fishery managers and legislators are clearly demonstrating their commitment to place the health of the cobia stock high on its priority list, and we applaud them for that,” said Mike Able, CCA SC Government Relations Chairman. “While establishing time and area regulations is a first for fisheries management in South Carolina waters, the unique characteristics of cobia and its vulnerability in well-known, nearshore nursery areas warrants such proactive measures.”

While found worldwide in tropical, sub-tropical, and temperate waters, extensive DNA work by the SCDNR indicates that fish return to the same location in South Carolina, particularly Port Royal Sound, each year between late April and June to spawn. It has been found that Port Royal cobia and offshore cobia come from two different genetic stocks, with the offshore fish likely spawning offshore. The annual appearance of the Port Royal cobia in South Carolina presents a unique opportunity for anglers, leading to a rise in the fishery’s popularity and providing an economic boost for many coastal communities. However, drastic change appears to be on the horizon for the fishery.

In developments completely unrelated to South Carolina’s recent management actions, in April the South Atlantic Fishery Management Council announced that the cobia fishery in federal waters of the South Atlantic would be closed to harvest beginning June 20 through the remainder of the year. Coast-wide catches of cobia unexpectedly exceeded federal limits by a considerable margin in 2015, prompting the reaction by federal managers to close the season early this year. However, federal managers are not sure if the harvest numbers indicate a problem with the fishery since an assessment of cobia has not been conducted since 2011. Given the biology of cobia, few, if any, of the fish alive today were around when federal fishery managers last checked the status of the stock, creating a frustrating situation for recreational anglers.

“CCA SC will continue to advocate for reasonable management actions to support a species before deep and often drastic draconian measures are required,” said Able. “Thankfully our partners at SCDNR are committed to that conservation philosophy, too.”
